$300,000 for “unfitness”: details of a high-profile case in the VLK system

In the Dnipropetrovsk region, law enforcement officers uncovered a large-scale corruption scheme in the military medical commission system. During the investigation, more than $300,000 in cash was seized from the head of the district military medical commission at the territorial recruitment center. This was reported by the Security Service of Ukraine, according to "Komersant Ukrainian".
How the scheme worked
According to the investigation, the official was one of the organizers of an illegal scheme to evade mobilization. Together with her accomplices, she issued fictitious medical certificates to conscripts, declaring them unfit for service.
The cost of such “services” started at $2,500 and depended on the complexity of the “diagnosis” and the speed of processing the documents.
Who was involved
The following people were involved in finding clients and making changes to military registration data:
- an employee of the territorial recruitment center;
- a 58-year-old resident of the region who acted as an intermediary.
Investigators documented more than 20 instances of bribes being paid to the organizers of the scheme.
Suspicions and articles of the Criminal Code
Currently, the head of the district military registration and enlistment office and one of his accomplices have already been charged under a number of articles of the Criminal Code of Ukraine, in particular for:
- obstruction of the lawful activities of the Armed Forces of Ukraine;
- obtaining unlawful benefits by an official;
- abuse of influence;
- commission of crimes by a group of persons acting in concert.
Law enforcement agencies classify the actions of the suspects under Articles 114-1, 368, and 369-2 of the Criminal Code of Ukraine in conjunction with Article 28.
What the suspects face
If proven guilty, the suspects face up to 10 years in prison with confiscation of property. The investigation is ongoing, and law enforcement officers are checking the possible involvement of other officials in this scheme.
