The appeal upheld Chernyshev’s resignation

                                                                    The Appeals Chamber of the High Anti-Corruption Court has dismissed the prosecutor’s appeal against the investigating judge’s decision not to suspend former Deputy Prime Minister Oleksiy Chernyshov, [Komersant] reports.
Transparency International Ukraine reported that the prosecutor insisted that the decision was illegal, but the defense pointed out that Chernyshov has already been in office since July 17, 2025, so there are no grounds for its cancellation.
Chernyshov is charged with abuse of office and obtaining undue advantage in a case from his time as head of the Ministry of Regional Development. According to the investigation, the land for a residential complex in Kyiv was undervalued by almost five times, causing the state more than UAH 1 billion in losses. Investigators also talk about discounts on apartments and a gift – a collection of Skovoroda’s works worth $1000.
The politician denies all charges, claiming that he did not receive any discounts, did not benefit from any benefits, and did not even visit the facilities. The defense calls the case groundless.
An additional resonance was caused by the fact that Chernyshov was abroad when the suspicion was announced. Journalist Mykhailo Tkach suggested that he “predictably did not return” after the detention of his associates, but the government and the president claimed that it was a planned business trip.

Status of the case
- Chernyshov remains under bail of UAH 120 million, which the court did not reduce despite complaints from the defense and prosecutors.
 - The HACC Appeals Chamber rejected the prosecutor’s attempt to remove him from office, given that Chernyshov has already resigned, effective July 17, 2025.
 
The essence of the charges
- Chernyshov is charged with abuse of office and obtaining undue advantage during his tenure as Minister of Community and Territorial Development (2020-2022).
 - According to the investigation, private developers received a land plot in Kyiv in bad faith – through investment agreements where the market value was underestimated by almost five times, causing losses of more than UAH 1 billion.
 - The charges also include receiving apartment discounts and a gift – a book with Skovoroda’s works worth $1,000.
 
Chernyshev’s reaction
- The former deputy prime minister called the case “completely made up” and assured that he sees no real grounds for the charges. He claims that all of his trips were official and were not an attempt to evade the investigation.
 
Current status
- on June 27, 2025, the HACC chose a preventive measure for Chernyshov: bail of UAH 120 million and an electronic bracelet.
 - on July 2, the bail was paid.
 
The case against Chernyshov is characterized as one of the most high-profile anti-corruption cases due to its scale and the people involved. He actively denies the charges and calls the case politically motivated. The trial is ongoing – currently without suspension and with a large bail.
