ARMA has alleged the illegal use of former Minister Zakharchenko’s home: what is known

The National Agency for Asset Tracing and Management has reported the illegal use of a seized property belonging to former Interior Minister Vitaliy Zakharchenko, who is in hiding in Russia, according to [Komersant].

During an inspection on April 1, 2026, it was discovered that unauthorized individuals were present in the house.

What exactly was discovered during the inspection

According to ARMA, the unknown individuals were using the property under a so-called sublease agreement.

However, the agency emphasizes:

  • this “agreement” has no legal force;
  • the property is under seizure;
  • the house has been transferred to ARMA’s management;
  • use by third parties is prohibited.

The agency called this a deliberate violation of the court ruling.

Law enforcement response

The National Agency for Asset Tracing and Management notified law enforcement agencies of the incident.

An entry has also been initiated in the Unified Register of Pre-trial Investigations.

This could serve as grounds for opening criminal proceedings regarding the illegal use of seized property.

What is known about the asset itself

Previously, the High Anti-Corruption Court of Ukraine granted the Ministry of Justice of Ukraine’s claim to seize Vitaliy Zakharchenko’s assets.

Among the confiscated property:

  • several real estate properties;
  • apartments in Kyiv;
  • corporate rights;
  • funds in bank accounts.

Scandal over living in the house

This property has previously been the subject of controversy.

In particular, it was reported that former Minister of Justice Herman Halushchenko lived in this building.

According to him, he paid about $130 per day for accommodation.

What’s next for the property

ARMA has already announced tenders on the Prozorro platform to select managers and appraisers for Zakharchenko’s seized property.

Such assets must be transferred to management in order to:

  • preserve their value;
  • ensure revenue for the budget;
  • prevent illegal use.

Vitaliy Zakharchenko served as Minister of Internal Affairs during Viktor Yanukovych’s presidency and left Ukraine following the Revolution of Dignity.

His assets in Ukraine are subject to seizure and confiscation under sanctions policies and anti-corruption procedures.
