ARMA announces new attempt to block tender for manager of Gulliver shopping center

The National Agency for Asset Recovery and Management (ARMA) has reported another attempt to disrupt the tender for the selection of a manager for the Gulliver shopping and entertainment center. This time, it is a complaint to the Antimonopoly Committee of Ukraine filed by Star Investment East LLC, "Komersant Ukrainian" reports.
According to the ARMA press service, the authorized representative of this company also heads the consortium of UP Esplanade, one of the participants in the previous tender, which was disqualified due to violations of the tender documentation. In particular, it was established that this consortium is connected to the owner of the seized asset, which contradicts the requirements for participation in the tender.
The ARMA emphasized that the tender rules prohibit participation of companies related to the owner of the asset or acting in concert with him. Therefore, the complaint is considered unfounded.
As a reminder, in January 2025, an auction was held through the Prozorro system to select a manager for the Gulliver shopping center, an asset with a market value of UAH 7.6 billion. The minimum monthly payment from the management of the facility is over UAH 17 million.
Three companies took part in the tender, but all were rejected due to non-compliance with the tender documents. All three bidders filed complaints with the AMCU, but the committee confirmed the legitimacy of ARMA’s decisions and dismissed the complaints.
The Gulliver shopping center was transferred to ARMA’s management by a court decision in June 2024 as part of criminal proceedings for tax evasion.
