Audit of Kyiv education: more than UAH 400 million of inefficient spending of budget funds revealed

The audit of the Department of Education and Science of the Kyiv City State Administration revealed numerous violations by the capital’s officials over the years. This was reported to Komersant ukrainskyi

In particular, funds were inefficiently spent on training blue-collar professionals for the capital. Graduates, whose education was funded for 3.5 years at a cost of about UAH 300 million, did not find employment in Kyiv or work in a different field.
A significant part of the capital’s budget was spent on the construction or reconstruction of educational institutions that have not yet appeared (or have not yet been reconstructed).
Thus, UAH 37 million was spent on the development of project documentation, which was theoretically prepared for the construction and reconstruction of 15 educational institutions. In fact, the work has not started. Moreover, after a number of legislative changes were introduced in 2022-2023, these design decisions need to be adjusted, and, accordingly, additional financial costs are required.
At the same time, more than UAH 81 million was allocated for the construction of kindergarten No. 536 at 35 Bakhmatska Street, which was completed in 2021.
Despite the existing acute shortage of kindergartens in densely populated areas of Kyiv and the long waiting list for them, the said preschool has not been put into operation for 2 years.
In addition, almost UAH 3 million was spent on the protection and maintenance of buildings that are not used in the educational process and are not suitable for use at all.
At the same time, insufficient measures were taken to increase the income of educational institutions from property lease, which resulted in a shortfall of more than UAH 6 million.
Based on the audit findings, recommendations and suggestions were made to correct the identified deficiencies.
Law enforcement agencies were also informed of the results of the control measure.
