Audit of military payments: what exactly will the Accounting Chamber check?

The Accounting Chamber of Ukraine has begun an audit of the compliance of monetary support for servicemen of the Armed Forces of Ukraine. This control measure has significant social importance, as it directly affects the level of social protection for military personnel, their families, including the families of fallen (deceased) defenders, as well as public trust in the state during martial law. This was reported by "Komersant Ukrainian" with reference to the Accounting Chamber.
The audit has been designated a priority area of activity for the institution due to the significant amount of budget expenditures directed toward payments to military personnel, as well as numerous complaints from citizens regarding imperfections in the procedure for calculating and paying funds, including one-time cash assistance.
What the auditors will check
As part of the control measure, experts will assess:
- compliance with the requirements of legislation and regulatory acts during the planning, appointment, calculation, and payment of monetary support;
- compliance of payment practices with established conditions and grounds, in particular regarding one-time cash assistance;
- the effectiveness of the internal control system of the Ministry of Defense of Ukraine in terms of ensuring the legality, timeliness, and completeness of social obligations to military personnel.
Who is conducting the audit and when will the results be available
State auditors from the relevant department of the Accounting Chamber in the field of defense, security, and law enforcement, as well as its territorial offices, are involved in the audit.
Gennadiy Plis, a member of the Accounting Chamber, has been appointed to oversee the audit.
The audit report is scheduled to be reviewed on October 27, 2026.
The results of the audit are expected to contribute to greater transparency in financing, prevent violations of the social rights of military personnel, and improve payment mechanisms in the Armed Forces of Ukraine.
