BES wants to, but cannot “lure” specialists from the private sector due to lack of funds – Tsyvinsky

The Bureau of Economic Security needs much more resources to effectively fight the shadow economy. Oleksandr Tsyvynskyi, Director of the BES, said this in an interview with the YouTube channel "Komersant Ukrainian".

Increasing the funding of the body will allow the Bureau to recruit highly qualified personnel.

“Most of the people we are looking for are in the private sector. They are professional economists, professional analysts, professional IT specialists. They must have a decent salary. It is difficult to lure a person with a good salary in the private sector, so to speak, or to lure them into the public sector, with all the inherent restrictions, and with a salary that is 3-4 times lower,” he explained.

The BES director emphasized that in order to attract talented professionals, the body should offer competitive salaries.

“What does business want? It wants educated people with high morals, integrity and professionalism to work with them. These people are highly qualified specialists who need to be paid good money. At the same time, our partners have 60% better salaries.

And even if we invite, for example, young people, students, and teach them how to do their job in a year, no matter how we work, the best of them will obviously go to our competitors. Because the salaries there are 60% higher. It’s hard not to succumb to this temptation,” he explained.

According to him, the situation is critical not only in terms of salaries. The lack of adequate funding hinders the development of the BES’s regional offices. The current number of territorial offices is only nine, and this is not the limit. The problem is the lack of funding that would motivate people, emphasizes Tsyvinsky.

“How can we launch the work, motivate people to do this work, if we do not have the funds to support and finance the work of these people?

If our annual funding is increased by at least 500 million hryvnias, as was previously planned, it will allow us to ensure the initial development of the organization at least within the current number of people. This will allow us to recruit people and conduct re-certification,” he emphasized.

Mr. Tsyvinsky emphasized that the implementation of laws on remuneration should be the same for all government agencies.

“All I ask is to implement the law, which is the same for our organization and for others. Because it is very difficult for me to explain to my colleagues and employees why the law is being implemented for others and not for them,” he emphasized.
