BEB orders rebranding for almost 300,000 hryvnia, — Prozorro

The Economic Security Bureau of Ukraine has announced a tender for the development of an identity and brand book. The expected cost of the work is UAH 295,000, according to [Komersant] with reference to the Prozorro public procurement portal.

According to the documentation, the subject of the procurement is classified as “Advertising and marketing services.” It involves the creation of a visual identity and brand book for the agency.

The deadline for submitting proposals is February 7, 2026.

The procurement is financed from the state budget of Ukraine.

The document on the technical, qualitative, and quantitative characteristics of the procurement states that:

“The brand book forms a unified and recognizable visual identity for the BEB. Its implementation ensures common standards of visual communication for both the central office and regional offices. A key element of the brand book is the logo, which ensures the uniform and correct identification of the institution in all information materials.”

In addition, the brand book must be available in Ukrainian and English and have the following advantages:

Increased recognition, trust, and professionalism of communications
Unification of visual materials (presentations, reports, printed materials, web resources, social networks, merchandise)
Establishment of standards for logos, fonts, colors, composition, illustrations, and other elements of identity
Saving time and resources on creating and approving materials thanks to ready-made templates and rules of use.

The main result that BEB expects from the winner of the procurement:

A single brand book with clear rules for the use of the logo, colors, fonts, and graphic elements
Ready-made templates for presentations, social media, videos, and printed materials in a format that is easy to edit and adapt to any needs
Options for adapting the identity for regional offices while maintaining the overall style

Change in leadership at the BEB

On August 6, 2025, the Cabinet of Ministers of Ukraine appointed Oleksandr Tsivinsky as Head of the Economic Security Bureau (ESB). He won an open competition held with the participation of international experts and, prior to his appointment, worked as a detective for the National Anti-Corruption Bureau of Ukraine (NABU), where he headed the third detective unit.
