No army – no job: Rada prepares tough changes for civil service candidates

On July 9, the Parliamentary Committee on National Security recommended that the Verkhovna Rada vote in favor of Bill No. 13347, which establishes mandatory full-time military service for men seeking civil service positions. This was reported by "Komersant Ukrainian" with reference to the official Telegram channel of the Ukrainian parliament.
Previously, according to the Law “On Civil Service” and mobilization regulations, men had to undergo basic general military training or an alternative in the form of service from September 18, 2025, with the full launch of the new rules from September 2026.
The draft law proposes to abandon basic training: the platform is replaced by the institution of national resistance, which introduces more in-depth training, during which candidates will undergo a military course.
The innovations cover not only men: the obligation applies to candidates for prosecutor positions, including women. This indicates a significant expansion of military requirements for key government positions.
What will change?
Basic training as a prerequisite for entering the civil service will be canceled, and full military service will be required instead.
Military training for national resistance will be prioritized as a form of service.
Positions in local authorities and the prosecutor’s office will be available only to those who have completed their full service.
It should be noted that the National Agency for Civil Service did not support the initiative. They warned that the lack of consideration of preparation for national resistance for these positions would create greater barriers. The system can now exclude professionals who have not served in the armed forces, even if they have undergone alternative training.
The legal requirements for basic training were supposed to come into effect no earlier than a year after the end of martial law, i.e., on September 1, 2026. However, draft law 13347 changes the approach: it immediately shifts the vector to full-time service instead of training.
