Security agreement in action: Denmark announces 25th military aid package worth $1 billion

Denmark has announced the allocation of the 25th military aid package to Ukraine worth 6.7 billion kroner (about $1 billion), which will be distributed over 2025-2027. The package includes air defense equipment, artillery systems, and financial support for the Ukrainian Air Force, "Komersant Ukrainian" reports, citing the Danish Ministry of Defense.
Key components of the aid
According to the published information, the package includes:
- The allocation of 1.4 billion kroner over 2025-2027 for the supply of artillery systems and ammunition through allies.
- Additional funds for air defense systems.
- Funding for the coalition to develop unmanned systems.
- Support for the IT coalition.
- 2 billion kronor in 2026-2027 to finance production at Ukrainian defense industry enterprises.

“Danish model”
The package pays special attention to the development of the Ukrainian defense industry. Denmark plans to continue financing the so-called “Danish model”, which involves investments in the production of weapons and military equipment directly in Ukraine.
In 2024, Denmark has already allocated about 4.4 billion kroner for the Ukrainian defense industry through this model. The Danish Ministry of Defense is currently preparing the allocation for 2025, including on behalf of the EU and allies, while working to strengthen control and audit of the program.
The position of the Danish government
Danish Minister of Defense Troels Lund Poulsen emphasized the importance of continuing large-scale support for Ukraine and noted that the “Danish model” works well when investing in military production in Ukraine.
“It is extremely important to help Ukrainians build their defense industry. The Danish model has shown that Ukraine has the potential to produce and supply equipment for the Ukrainian fight for freedom. Denmark should continue to invest in this, and I hope that other countries will follow our example to an even greater extent,”

Earlier, as reported by , Denmark announced the introduction of a new mechanism of state guarantees to support its companies that are ready to invest in the defense industry of Ukraine and allocated €130 million for this purpose.
Security agreement between Ukraine and Denmark
on February 23, 2024, President of Ukraine Volodymyr Zelenskyy and Prime Minister of Denmark Mette Frederiksen signed a security agreement between Denmark and Ukraine in Lviv.
The agreement is valid for 10 years, during which Denmark undertakes to provide Ukraine with comprehensive military, financial and humanitarian assistance.
Danish military assistance specializes in air force and air defense, maritime security, demining, technology, and drones. Particular attention is paid to F-16 aircraft and everything related to them: training, simulators, ammunition, repairs, etc.
Denmark is also helping to counter Russian cyber aggression, overseeing the restoration of Mykolaiv and Mykolaiv region, and actively assisting Ukraine in its accession to NATO and the EU.
One of the sections of the agreement provides for cooperation in the defense industry:
21. Denmark will promote the development of Ukraine’s defense industry and identify opportunities for closer partnership. Particular attention will be paid to preserving Ukraine’s military superiority necessary for self-defense against a full-scale aggressive war by Russia. Participants will jointly identify priority areas for investment, strengthen efforts to reduce existing barriers to cooperation, eliminate restrictions in the supply chain of military materials, and encourage and support investment.
22. Ukraine and Denmark will cooperate in the development of defense technologies, especially in the field of new technologies. Denmark will support the development of Ukraine’s defense industry, in particular through investment, information exchange, joint research and development, and production.
23. Participants will work to identify sources of funding necessary for the development of Ukraine’s defense industrial base, including investments and financial assistance, including during war and post-war reconstruction.
