Business is outraged by the mobilisation of factory workers

Business associations complain about the mobilisation of their own employees and call on the government to develop and approve an effective mechanism for economic booking. Business representatives spoke about this at the Ekonomichna Pravda forum “Ukrainian Exports: Is the Window Opening?”, reports "Komersant Ukrainian"

Businesses are not satisfied with the current practices of territorial procurement centres.

“The TCC does not go looking for those who evade, but comes to a working enterprise, stands at the checkpoint and fulfils the norm for 2-3 months in half a day,”

– said Oleksandr Kalenkov, President of Ukrmetallurgprom.

He also stressed that, despite the fact that all of the company’s enterprises are recognised as critical to the economy, they have an average of 20% of their employees mobilised. For example, ArcelorMittal’s plant in Kryvyi Rih has already mobilised 3,500 workers, and Metinvest’s enterprises have mobilised about 10,000.

The official believes that the work of the association and its employees is extremely necessary and important for the economy.

“Our enterprises create a lot of jobs in other industries and other regions where we operate. One job in our industry creates eight jobs in other industries,” he added,

– he added.

Denis Morozov, First Deputy General Director of Interpipe, said that an industrial company can only book up to 50% of its employees, which makes it difficult to work.

Entrepreneurs called on the government to develop a booking model that would take into account the economic characteristics of each business, as they differ. At the same time, they are not too keen on an economic booking model based on salary levels.

“Any approach that takes into account wages is also a controversial decision,”

– Kalenkov believes.

Which companies are eligible to reserve employees

Only those companies that are recognised as critical to the functioning of the Ukrainian economy during a special period can reserve their employees. To qualify for this status, 3 of the 7 criteria listed below must be met:

  1. the amount of taxes paid for the previous year is more than the equivalent of €1,500,000;
  2. foreign currency revenues exceed the equivalent of €32,000,000;
  3. strategic importance for the economy and security (only for unique enterprises);
  4. no unified social contribution arrears;
  5. the size of the average wage is higher than the average wage in the region for the 4th quarter of 2021 (UAH 15,000.00 – 23,000.00);
  6. is important for the territorial community or economic sector;
  7. is a resident of Diia.City.
