Business has gained new opportunities: what has changed for farmers, fishermen, defense and investors

The Cabinet of Ministers held a thematic meeting on supporting entrepreneurs in various industries. Prime Minister Yulia Svyrydenko emphasized that the government continues to work on important changes expected by the market, "Komersant Ukrainian" reports
“The government continues to work. We held a thematic meeting of the Cabinet of Ministers – this time the focus was on supporting entrepreneurs in various industries. A number of important changes that the market has been waiting for,” she wrote in her message.
The agricultural sector
One of the key decisions concerns farmers. The Cabinet of Ministers has extended until March 31, 2027, the possibility of prolonging loans under the 5-7-9% program for contracts concluded in 2022-2025.
“This will help to avoid the risk of defaulting on loans in 2026 and will allow us to continue sowing and harvesting, rebuilding destroyed farms, and further ensuring the country’s food security in the face of war,” the Prime Minister said.
Fisheries
The government has simplified the management of the fishing industry through the eFishing electronic system. Entrepreneurs will be able to draw up documents and obtain the necessary permits faster without unnecessary bureaucracy.
“Through the eFishing system, businesses will have access to up-to-date information on resources and regulation. Automation of processes will help reduce companies’ expenses on paperwork,” Svyrydenko explained.
Defense industry
The electronic register of participants in the selection and execution of state contracts of the Ministry of Defense, which was not working after the liquidation of the Ministry of Strategic Industry, has been restored.
“The technical issue has been resolved, the work has been resumed, and the Ministry of Defense is now the owner and administrator of the register,” the Prime Minister said.
The mechanism for the production and supply of ammunition has also been improved: the codification of certain elements of ammunition without explosives, as well as testing procedures, have been simplified.
Support for large investments
For projects with significant investments (from €12 million), the government has simplified the procedures for importing equipment. Now, the deadline for submitting information on the list and volume of goods to the Ministry of Economy is extended from 5 days to 12 months, and the cost of equipment must be indicated both in the contract currency and in hryvnia at the NBU exchange rate on the date of submission.
“This will help avoid discrepancies between the preliminary and actual customs value,” explained Svyrydenko.
