Businesses call for better booking conditions

The European Business Association (EBA) has expressed concern about the situation with the booking of employees of critical enterprises. According to the association, companies have recently faced problems when trying to confirm their criticality status to continue booking employees, "Komersant Ukrainian" reports.
“Given the dynamics of business requests on this issue, the problem is becoming systemic. In fact, the decision to re-confirm the status of a critical enterprise is simply “hanging” in the relevant authorities,”
– the EBA said in a statement.
The EBA also drew attention to unofficial media reports about a possible suspension of the booking process until 15 November.
“Although businesses understand the importance of mobilisation processes, such unpredictable steps significantly complicate the work of companies,” the statement said,

The EBA emphasises the importance of predictability of HR policies for businesses and investors:
“Achieving a balance between the needs of business and the defence forces is not an easy task, but it is very important for our defence capability and economic stability.”
According to a survey conducted by the association as of mid-2024:
- 86% of EBA member companies surveyed have employees in the Armed Forces.
- In 52% of companies, the number of mobilised persons reaches 10% of the total number of persons liable for military service.
- In 46% of the companies, there are critical specialists among the mobilised or volunteers.
“Improving the conditions for booking employees is the No. 1 request from businesses today, according to the EBA surveys. Companies suffer not only from a shortage of qualified specialists, but also from the inability to predict work. It is about the risk of mobilising critical specialists, for example, operators of specific equipment or specialists with unique knowledge, without which production/operational processes at the enterprise may be interrupted or stopped,”

The association called for the creation of a “stable, predictable, transparent and at the same time prompt mechanism for booking critical employees”.
