Child support debts have increased: The Ministry of Justice reported record collections

In the first nine months of 2025, the State Enforcement Service (SES) collected UAH 11.6 billion in alimony, which is 29.4% more than last year.
This was reported by the Ministry of Justice, emphasizing that this is a record figure in recent years, "Komersant Ukrainian" reports.

However, more than 189,000 people still owe more than three months’ debt. For most of them, temporary restrictions have been imposed, including a ban on traveling abroad, driving and using weapons.

How the collection system works

According to the Ministry of Justice, in 2025, state bailiffs are actively using the tools provided for by the Law on Enforcement Proceedings.

The most commonly used tools are

  • seizure of the debtor’s funds and property;
  • entering data into the Unified Register of Debtors;
  • fines for payment evasion.

Thus, in the Ternopil region, after the seizure of funds, the debtor paid more than UAH 421 thousand, in Kropyvnytskyi – UAH 306 thousand, and in Dnipropetrovs’k region – more than UAH 550 thousand, including fines and enforcement fees.

Which region has the highest number of defaulters

Regional statistics show a significant disparity:

  • Dnipropetrovska oblast – 16.2 thousand debtors
  • Kharkiv region – 13.8 thousand
  • Donetsk region – 12.4 thousand
  • Zaporizhzhia – 11.1 thousand
  • Odesa region – 9.7 thousand.

The lowest number of defaulters was recorded in Chernivtsi, Ternopil and Luhansk regions – less than 1 thousand in each.

What the Ministry of Justice says

“Alimony is not an aid or a voluntary initiative, but a statutory obligation of parents to their children. Those who evade it must be held accountable.”

The Ministry emphasizes that sanctions against debtors are an effective incentive, as most of them pay their debts in full after arrests and restrictions.

According to court statistics, in 2024, Ukrainian courts issued more than 12.7 thousand orders for the recovery of alimony, which is 6% less than a year earlier
