Fighting for Marseille and Central: How the new ARMA tender can change Odesa’s real estate market

The National Asset Recovery and Management Agency (ARMA) has announced an open tender on Prozorro to select managers of two large commercial real estate properties in Odesa. These are properties transferred to the agency’s management by court decisions.
The start of the tender was announced by the ARMA press service, "Komersant Ukrainian" reports.
What objects are up for tender
ARMA is looking for managers for two buildings in the central part of Odesa:
- Marcel shopping and entertainment center – 3,670 m², Nizhynska str
- Central Hotel – 4,972 m², Preobrazhenska Street
Both properties are technically ready for operation and are located in the historic city center, an area with high demand for commercial real estate.
Terms of the tender
ARMA invites all potential managers to participate, except for asset owners and persons associated with the aggressor state.
Proposals are accepted until November 19, 2025 (18:00).
The winners will receive management agreements that will provide for
- preservation of the seized property,
- efficient use of assets,
- ensuring revenues to the state budget.
ARMA has recently intensified its efforts to trace and manage assets involved in corruption and economic crimes.
Recently, the agency has identified the property of individuals suspected of misappropriating over UAH 256 million in public funds.
As a reminder, the State Property Fund of Ukraine has put up for privatization the Nauka rec reation center in the village of Sychavka on the Black Sea coast. The auction will take place on November 28, with a starting price of just UAH 204 thousand. The facility belongs to the Physical and Technological Institute of Metals and Alloys of the National Academy of Sciences of Ukraine, but has not been used for more than three years.
