Construction near Lake Telbin: Kyiv resident served notice of suspicion of building an unauthorized structure in the coastal zone

TheKyiv City Prosecutor’s Office has served a notice of suspicion to a 63-year-old resident of the capital who illegally built a non-residential building near Lake Telbin, within the coastal protection zone where construction is prohibited, "Komersant Ukrainian" reports.

According to the investigation, the suspect is the director of a private enterprise, who built an extension to an existing building without any permits.
Later, he leased it to a private medical facility.

Where exactly and what was built

This is a plot of land in the Dniprovskyi district of Kyiv, next to Lake Telbin, a popular recreational area on the left bank.
The prosecutor’s office emphasizes that the land belongs to the coastal protection zone, where any capital construction is prohibited by law.

Such zones have a protected status because they prevent water pollution and destruction of the coastline.

What does the suspect face?

The man’s actions are classified under Part 4 of Art. 197-1 of the Criminal Code of Ukraine – unauthorized occupation of land and construction without proper documents.
The sanction of the article provides for a fine or imprisonment for up to eight years.

Investigators are also checking the fact that the building was leased out and possible violations of urban planning legislation by the company that used the premises.

This is not the first time that the prosecutor’s office has intervened in cases of unauthorized construction on Kyiv land.

  • Earlier, the court declared illegal the Kyiv City Council’s decision to lease 1 hectare of land in Solomianskyi district, which was transferred to the owner of an already unauthorized property.
  • In another lawsuit filed by the prosecutor’s office, the Kyiv community was returned more than 40 hectares of land in Osokorky, where illegal construction was planned.

Why this is important

Construction in coastal areas is one of the most acute urban problems in Kyiv.
Such actions not only violate environmental laws, but also restrict citizens’ access to green areas and water bodies.

The prosecutor’s office says it will continue to systematically respond to attempts to build on the coastal areas, especially near the Dnipro, Telbin, Sovski Ponds, and Osokorky.
