Male students and teachers already have the opportunity to travel abroad. But under certain conditions

In 2024, male students will have the opportunity to go abroad to study at foreign higher education institutions, and teachers of Ukrainian higher education institutions can do so to participate in professional development programs and conferences. Deputy Minister of Education and Science Mykhailo Vynnytskyi said this in an interview with ZN.UA, "Komersant Ukrainian" reports.
The official recalled that since the beginning of the full-scale invasion of Ukraine by Russian occupation forces, young men have not been able to travel abroad to participate in international training programs, but since 2024, male students have been able to study at foreign higher education institutions.
According to Mykhailo Vynnytsky, Ukrainian universities sent 561 students abroad to participate in academic mobility programs from January 1 to April 1, 2024, and all male students returned from abroad without exception. He called this very good statistics.
In addition, he emphasized that teachers of Ukrainian higher education institutions can travel abroad for advanced training programs and conferences.
“To travel abroad, academics with military service obligations need a letter from the Ministry of Education and Science to the State Border Guard Service with a request to consider crossing the border. From January 1 to September 30, 2024, the Ministry prepared 1297 such letters. During this period, as many as one academic employee did not return from abroad on time,” the official said.
In an interview with ZN.UA, Deputy Minister of Education and Science Mykhailo Vynnytsky also spoke about the ministry’s plans to modernize the Ukrainian network of higher education institutions by 2030, in particular, to reduce the number of universities. One of the criteria that will be taken into account during the consolidation, he said, will be the number of state-funded students, and the so-called red line for the ministry is that less than a third of applicants will be admitted to higher education institutions on a state-funded basis.
How can a student go abroad?
In May 2024, the Cabinet of Ministers of Ukraine developed new rules according to which students have the right to go abroad to study, according to TSN.ua.
To go abroad, a student must:
- be between the ages of 18 and 22;
- not be subject to conscription during mobilization;
- become a participant of academic stability for a period of one semester;
- receive education on a full-time basis;
- obtain a bachelor’s degree in any specialty or a master’s degree in medicine, pharmacy or veterinary medicine.

You must have:
- student’s electronic ticket,
- a certified copy of the agreement with a foreign university for the academic mobility program,
- a military registration document from the TCC,
- a certificate from the educational institution on the referral of the participant of the academic mobility program to study at a foreign university (the certificate must indicate the grounds for cooperation, the duration of the educational process),
- a document confirming the knowledge of the language of instruction at the foreign university,
- the student must not have any bad grades or retakes of exams.
