Why the TCC does not accept an application for deferral: explanation of the Ministry of Defense

Ukraine has introduced a system of automatic extension of most deferrals from mobilization. Now citizens do not need to personally submit documents to the territorial recruitment centers (TCC).
The head of the Main Department of Information Technology, Oleh Berestovyi, told RBC-Ukraine in a commentary, "Komersant Ukrainian" reports.
According to him, the automatic extension of deferrals applies to more than 700 thousand citizens.
“The vast majority of deferrals are now automatically extended – more than 700 thousand people. If the state already has all the data in the registers, a person does not need to do anything,” Berestovyi said.
According to him, the TCCs no longer accept applications from citizens for deferment.
Now you can submit a request through the “Reserve” application, or, if there is no technical possibility, at any ASC.
“In this way, we are relieving the TCCs so that they can carry out mobilization activities more efficiently, because this is a priority for the army,” explained Berestovyi.
For whom the deferment will be extended automatically
If you belong to one of the following categories, you don’t need to do anything – the system will update your data without your participation.
The automatic extension will be granted to
- people with disabilities;
- temporarily unfit for military service;
- parents of three or more children under 18 years of age;
- parents of a child with a disability under 18 years of age;
- parents of an adult child with a disability of group I or II;
- those who have a spouse with a disability of group I or II;
- those who have a father or mother with a disability of group I or II;
- women or men who are raising a child under 18 years of age, if the other spouse serves in the military;
- full-time or dual enrollment students, doctoral students;
- scientific, research and teaching staff working at the main place at least at 0.75 rate;
- people whose close relatives died or went missing during hostilities or martial law;
- relatives of the Heroes of Ukraine who were awarded posthumously for their courage during the Revolution of Dignity;
- people deprived of their liberty as a result of armed aggression against Ukraine;
- military personnel released from captivity.
Changes in booking for Ukrainians
Starting November 1, updated rules for applying for and extending deferrals from mobilization will come into effect in Ukraine. They are aimed at simplifying the process through digitalization, reducing bureaucracy, queues and the risk of corruption.
The main changes include the automatic extension of some deferments, the transition to digital applications, and the transfer of paperwork to the ASC.
The key innovation is the automatic extension of deferrals for those whose data is already in state registers or does not need to be updated. Thus, people no longer need to submit applications or certificates and personally apply to the TCC.
