Why Ukrainians are afraid to receive Zelensky’s “thousand”: reasons given

Ukrainians are refusing to receive the state’s “Winter ePayment” program in the amount of UAH 1,000 because they are concerned about possible violations of bank secrecy. This was reported by "Komersant Ukrainian" with reference to a number of media outlets.
The problem is that in order to receive the “Zelenskyi’s thousand,” you need to activate the National Cashback card in mobile applications or branches of partner banks of this state support program. To do this, banks need to give permission to track all their money transactions.
Commenting on this fact, cybersecurity expert Kostyantyn Korsun said that Ukrainians are offered to actually give up their banking secrecy and sign a 20-year agreement on the transfer of personal data.
“This data can be used in various criminal transactions, re-registration of some obligations, and any cybercrime can be committed against those people,” Korsun said.
Meanwhile, Deputy Minister of Economy Nadiia Bihun noted that it is true that some banks did not allow creating a card without chaining transactions on other cards. However, according to her, all financial institutions, except for PrivatBank, have already corrected this situation.
The Winter eSupport project was launched on December 1. It provides an opportunity for Ukrainians to receive UAH 1 thousand of assistance, which citizens have already called “Zelensky’s thousand.” We’ll tell you when and how the money will be paid, as well as what you can spend it on.
The service is available for adults and children living in Ukraine (except for the temporarily occupied territories). You can apply for Winter eHelp from December 1, 20204 to February 28, 2025.
How to apply for assistance through Diia
In order to apply for a “thousand from Zelensky”, you need to:
- Install or update the Diia mobile application for administrative services.
- Log in to Diia.
- In the “Services” section, select the “Winter Support” service.
- Click “Start”.
- Select who the payment is intended for. If it is a child, you will need to add a birth certificate to the application (if the person has not done so before).
- Select the account to which the money will be transferred or open a new one.
- Submit an application for payment.
The status of the application can be tracked in the Diia mobile application. The payment should be credited to the bank card within 10 days after the application is submitted.
