Some Ukrainians did not receive “Winter Support”: when will the 6,500 hryvnia be paid out?

Some Ukrainians who applied for the one-time cash assistance “Winter Support” have not yet received the payment of 6,500 hryvnia. The reason for the delay was the end of the fiscal year.

The Ministry of Social Policy of Ukraine has announced that the money will be paid in full in the near future, according to "Komersant Ukrainian".

Why were the 6,500 hryvnia payments delayed?

The ministry explained that some recipients did not receive the funds due to technical budget constraints at the end of 2025.

The Cabinet of Ministers adopted a new resolution allowing the payment of assistance in 2026 to those citizens who:

  • submitted their applications on time;
  • have a confirmed right to payment.

Prime Minister Yulia Svyrydenko previously announced the government’s decision.

How many people received “Winter Support”

According to the Ministry of Social Policy:

  • 374,000 Ukrainians have already received payments;
  • 50,721 citizens have not yet received assistance.

UAH 329.7 million is needed to ensure these payments.

Minister of Social Policy Denys Ulyutin noted that after the government’s decision is approved, all funds will be paid out in the near future.

Who is eligible for the 6,500 hryvnia payment

The most vulnerable categories of the population are eligible for the “Winter Support” state aid.

In particular:

  • children under guardianship or care;
  • children with disabilities in foster families and family-type children’s homes;
  • children from low-income families;
  • children and persons with Group I disabilities among internally displaced persons;
  • single pensioners.

What other payments is the state launching?

The government has also launched new programs to support families with children.

In particular, parents can open special accounts with Oschadbank to receive state assistance.

One of the new programs is the “yeYasla” initiative, which provides support to parents who combine childcare with work.
