Will summonses be available on “Dii”? The Ministry of Digital Transformation has issued a statement

The Ministry of Digital Transformation of Ukraine has officially stated that it has no plans to send electronic summonses via the “Diya” app. The ministry emphasized that such a feature is not being developed and is not planned for the future. This was reported by the press service of the government services portal, according to "Komersant Ukrainian"

What the Ministry of Digital Transformation said

The Ministry of Digital Transformation has clearly refuted reports about the possible introduction of summonses in the app.

“There will be no summonses in ‘Diya.’ The Ministry of Digital Transformation team is not working on this and does not plan to implement such a feature in the future,” the ministry stated.

This was the ministry’s response to statements that had previously appeared in the public sphere.

Where did the information about summonses come from?

The day before, MP Yulia Yatsyk suggested that sending draft notices via digital services could become part of the reform of the mobilization system.

In particular, she stated that the digitization of military registration and the use of electronic tools could be considered one of the directions for reforming territorial recruitment centers.

At the same time, the Ministry of Digital Transformation emphasized that it has no such plans.

Position of the Ministry of Digital Transformation leadership

Acting Minister of Digital Transformation Oleksandr Bornyakov had previously also stated that the introduction of electronic summonses contradicts the concept of the app.

According to him, “Dii” was created as a service to simplify citizens’ interactions with the state.

“The Ministry of Digital Transformation is not considering, developing, or planning to implement electronic summonses either in ‘Diya’ or in any of our other products. This is a matter of principle,” he stated.

Why summonses are not planned to be added to the app

The Ministry of Digital Transformation explained that the main goal of “Diya” is the convenience of public services, not coercive mechanisms.

According to Bornyakov, turning the app into a coercive tool could negatively impact public trust.

“If we turn ‘Dii’ into a mechanism of coercion, it could undermine the trust of millions of users,” he noted.

What is the Ministry of Digital Transformation’s focus in the defense sector?

The ministry emphasized that its work in the defense sector focuses on digitizing processes for the military.

Specifically:

  • reducing bureaucracy;
  • simplifying document flow;
  • digital services for military personnel;
  • automating record-keeping.
