Are there any problems with gas near the front: the official position of the grid operator

Limited Liability Company Gas Distribution Networks of Ukraine has provided an official response to the information request of "Komersant Ukrainian" regarding the existence of problems in the operation of gas distribution networks in the frontline regions. The request was sent on December 9, 2025, and was transmitted to the company by a letter from Naftogaz of Ukraine dated December 16.

In its response, the company explained why it could not provide the requested information, citing the provisions of the Law of Ukraine On Access to Public Information.

The company’s position: limited powers of the administrator

The Gas Distribution Networks of Ukraine emphasized that, according to the law, they are not the administrator of all public information, but only of the information directly related to their functions.

“Within the meaning of paragraph 4 of part one of Article 13 of the Law of Ukraine “On Access to Public Information”, the Company is not the manager of any public information, but only of the information related to the terms of provision of natural gas distribution services and prices for natural gas distribution services,” the company said in its response.

It is noted that the issues raised in the information request do not relate to either the terms or tariffs for natural gas distribution.

Why the information was not provided

The company explained that because of this, they have no legal grounds to respond to the request.

“Since the Company is not a custodian of the requested information, there are no grounds for providing the information,” the official response states.

Thus, in the company’s opinion, questions about the state or problems of gas distribution networks in the frontline regions go beyond its authority as a public information manager.

Possibility to appeal the answer

At the same time, Gas Distribution Networks of Ukraine reminded of the applicant’s right to appeal such a response.

“In case of disagreement with the answer provided, you have the right to appeal it in accordance with the procedure established by law,” the company said with reference to paragraph 4 of part four of Article 22 of the Law of Ukraine “On Access to Public Information”.

Thus, the company formally complied with the law, but in fact left unanswered questions regarding the stability of gas distribution in the frontline regions, referring possible claims to the legal field.
