The state has started paying UAH 6,500 in winter support: who can get help and how to apply

Ukraine has started accepting applications for a one-time payment of UAH 6,500 for citizens who have suffered the most from the war or are in difficult life circumstances.
This is one of the key elements of the state program “Winter Support”, which was announced by Prime Minister Yulia Svyrydenko, "Komersant Ukrainian" reports.
Who can get help
According to government rules, the following are eligible for the payment
- children under foster care or guardianship;
- children with disabilities, as well as foster children and children in foster care (including children with disabilities);
- people with disabilities of group I among internally displaced persons;
- children from among IDPs who receive an administrative payment for accommodation;
- children from low-income families under the age of 18;
- single pensioners who receive a care allowance.
How to apply
The Prime Minister clarified that there are two ways to apply:
- via the Diia app;
- offline – at the nearest Pension Fund office.
The funds will be transferred to a special bank account or to a Diia.Card. They must be spent within 180 days and only on certain categories of goods: clothing, footwear, medicines, and vitamins.
The program is part of a broader model of state support for the fall and winter period
The state budget for 2026 allocates UAH 14.4 billion for the program, and the government expects more than 15 million people to receive assistance.
Minister of Social Policy Denys Uliutin said earlier that the government would launch three key initiatives:
- “Warm Winter” – a UAH 6,500 allowance for the most vulnerable categories;
- a one-time payment of UAH 1,000 for all citizens;
- “Ukrzaliznytsia 3000” – up to 3,000 kilometers of free travel during the “low season”.
