The state launches a new wave of agricultural grants: what is changing

The Ukrainian government is launching a new wave of state support for agribusiness, aimed at developing horticulture, berry growing, viticulture, and greenhouse farming. The total budget for the programs exceeds UAH 400 million, and applications are already being accepted through theDiyaportal.

This was reported by the Ministry of Economy, Environment, and Agriculture, according to "Komersant Ukrainian".

Who is eligible for funding and for what

According to Deputy Minister of Economy Taras Vysotsky, the programs are primarily aimed at small and medium-sized agribusinesses, as well as people who are just planning to start their own business in the agricultural sector.

From the total budget:

  • UAH 220 million is earmarked for the development of greenhouse farming;
  • UAH 235 million is allocated for horticulture, berry growing, and viticulture.

Funding is provided in the form of grants that can cover up to 50% of the project cost, and up to 80% for enterprises in frontline regions .

What amounts can be obtained

The terms of the programs set clear limits:

  • orchards — up to UAH 400,000 per hectare, but no more than UAH 10 million per project with an area of up to 25 hectares;
  • greenhouses — from 2 to 7 million UAH for projects covering up to 2.4 hectares.

One of the mandatory requirements is to connect the facility to a water supply, which the ministry explains is due to increasing climate risks and more frequent periods of drought.

Benefits for relocated businesses

The state places a separate emphasis on relocated enterprises and businesses from de-occupied territories. They are provided with preferential conditions for participation in grant programs.

According to Vysotsky, this is not only about financial support, but also about retaining specialists, production competencies, and jobs in the agricultural sector.

Why is this important right now?

The programs are being launched against the backdrop of a difficult situation in horticulture. Last year, spring frosts destroyed a significant part of the harvest in many regions of Ukraine. According to industry experts, the apple harvest in some regions may be only 50-60% of last year’s, while losses of cherries reached 45-55% and cherries 35-50%.

Gardeners have repeatedly warned of the risk of mass bankruptcies, especially among small farms that do not have a financial “cushion” to recover from climate shocks.

The government hopes that a new wave of grants will help stabilize the sector and partially compensate for the losses.
