The state budget has not been fulfilled: Accounting Chamber releases report

The Accounting Chamber of Ukraine has published its conclusions on the implementation of the state budget for January-September 2025. According to the document, there was no overfulfillment of the planned indicators of revenues to the general fund. This is reported by "Komersant Ukrainian" with reference to the Accounting Chamber.
As noted in the Conclusion on the results of the analysis of the implementation of the State Budget of Ukraine for the three quarters of 2025, approved on October 13, one of the grounds for amending the law on the state budget is the overperformance of the general fund revenues by more than 15%. However, according to the analysis, this criterion was not met.
According to the operational data of the State Treasury Service of Ukraine provided to the Accounting Chamber, the revenues to the general fund of the state budget for the three quarters of 2025 amounted to UAH 3.248 trillion, which is UAH 6 billion or 0.2% less than the plan for the reporting period. Of these, the amount received was less than planned:
- government borrowings – by UAH 101 billion (7.1%);
- funds from loan repayments – by UAH 1 billion (10%).
At the same time, the plan was exceeded:
- revenues – by UAH 95 billion (5.2%);
- funds received from the privatization of state property – by UAH 0.7 billion (46.7%).
Thus, the Accounting Chamber concluded that the revenues of the general fund of the state budget were not exceeded by more than 15%, and therefore, the government has no reason to revise the state budget according to this criterion.
The Accounting Chamber noted that the analysis did not reveal any overfulfillment of the general fund revenues of the state budget, which were included in the plan for January-September 2025, by more than 15%. Therefore, the Cabinet of Ministers of Ukraine has no grounds to revise the budget according to this criterion.
