Administrative measures will not be used to return Ukrainians from abroad, – Shmyhal

The issue of returning Ukrainians from abroad is not about administrative measures, but only about incentives.
This was stated by Prime Minister Denys Shmyhal during a government meeting on Tuesday, 5 March, Kommersant Ukrainian reports![]()
“We are not talking about administrative measures, but only about incentives. More security, more living conditions, more opportunities for self-realisation,” Shmyhal said.
According to him, domestic programmes such as eRestoration, eHouse, grants and affordable loans to start a business are working to achieve this.
Earlier, Shmyhal named seven main tasks for Ukraine for 2024, namely: increasing domestic arms production, confiscation of Russian assets, economic recovery, logistics, reconstruction and European integration.
