Up to UAH 2 million for destroyed housing: who is entitled to compensation from the state

Ukrainians who have lost their homes due to the war in the temporarily occupied territories will be able to receive financial compensation from the state. The Government approved the relevant procedure by Resolution No. 1176 of September 22, 2025, "Komersant Ukrainian" reports
The payment will be made in the form of a housing voucher of up to UAH 2 million. The funds can be used to buy a new home, pay a down payment on a mortgage, or repay an existing loan.
“This resolution launches a new mechanism for providing housing for IDPs. These are not just temporary payments, but a real opportunity to receive a housing voucher or other form of assistance to purchase or provide housing,” comments lawyer Vitaliy Baranovskiy.
He clarified that people who were registered and resided in the temporarily occupied territory, internally displaced persons with IDP certificates, as well as veterans, families with children and other socially vulnerable groups are eligible for assistance.
“The law provides for automatic verification through state registers – property, civil registry, register of veterans and damaged property. This makes it possible to determine whether the applicant owns housing, whether the IDP status is confirmed and whether the person meets the criteria for receiving assistance,” explained Baranovsky.
The expert added that it will be possible to submit an application through the Diia portal or a mobile application, and later – also through the ASC or a notary.
The resolution comes into force two months after its publication, and the Ministry of Digital Transformation plans to provide the technical capability for online applications within 2-4 months.
“The decision to grant or deny assistance will be made electronically, and information on housing vouchers will be available through Diia. However, the legal processing of applications, preparation of documents, confirmation of IDP or veteran status, as well as appealing refusals are complex procedures that require a professional approach,” the lawyer emphasized.
