During the business discussion “Bukovel as an investment magnet: has the last train left the station?” organized by "Komersant Ukrainian" in Kyiv, Oleksandr Novytskyi, head of the State Inspectorate of Architecture and Urban Development of Ukraine (SIAU), presented new digital solutions that are changing the rules of the game in the development sector.
According to Novitsky, the SACI has already reached 40% of automatic registration of notifications of the start of construction of class CC1, and 24% of all documents are now processed by the system without human intervention. By the end of the year, he expects this figure to double.
“We strive to fully digitalize the construction process, from permits to ownership. This is our goal – to create an ecosystem with a high level of automation, minimal human influence and maximum quality control,” emphasized the head of the DIAM.
One of the newest steps was the launch of push notifications for construction customers, including individuals. Owners will be able to receive real-time notifications of inspection decisions, refusals or confirmation of documents right on their smartphones, without having to log in to the portal or call the agency.
We want citizens to stop standing in lines and visiting offices. Everything is transparent, fast, and automatic. This is just the beginning,” Novytskyi said.
The Head of the SIPS emphasized that the Inspectorate is open to communication with business and citizens, having introduced online receptions and prompt communication with anyone who needs advice or assistance.
“Our mission is to build trust through openness and dialog. We understand that this is the basis for the development of any investment project, including those like Bukovel,” the official summarized.
Thus, the construction industry of Ukraine is entering a new stage of digital transformation. Automation of licensing procedures, online communication, and transparency of processes should become the key to investor and citizen trust in government institutions. If half of the permits are indeed processed without human intervention by the end of the year, this will be one of the most visible examples of successful digitalization in the public sector – with concrete benefits for business and society.
