Early retirement for mothers: who is entitled to early payments

In 2025, Ukrainians will be able to retire at the age of 60, 63 or 65, depending on their length of service. At the same time, certain categories of citizens have the right to receive pension payments early. In particular, this applies to mothers who have raised children with disabilities from infancy to the age of six. This was reported by the Pension Fund of Ukraine (PFU), "Komersant Ukrainian" reports.

It is noted that the payments are granted to women who have already turned 50. An important condition for receiving payments is to have at least 15 years of insurance experience.

“You can apply for a pension a month before reaching the specified age. An application with the necessary documents is submitted to the Pension Fund’s service center or through the Fund’s electronic services web portal,” the government agency said.

In March 2025, the Ukrainian government plans to index pension payments, so payments to some pensioners should increase by about 11%. The indexation is expected to affect only the “basic pension”, without additional payments and supplements. There will be a minimum and maximum increase: uAH 100 and UAH 1.5 thousand, respectively.

There are no plans to index payments for those pensioners who have been receiving money for the past few years, as the level of payments is relevant for them.

How to apply for a pension for a mother of a person with a childhood disability via the web portal

To apply online, you need to obtain a qualified electronic signature (QES) and prepare color scanned copies of the following documents

  • passport
  • registration number of the taxpayer’s account card (RNOKPP);
  • documents on insurance period (employment record, full-time education diploma, child’s birth certificate, etc;)
  • marriage certificate in case of change of surname;
  • documents confirming that the child is recognized as a person with a disability from childhood or a child with a disability (extract from the MSEC examination report; medical report of a health care institution; certificate of the recipient of assistance; certificate of the authority that appoints assistance on the period of appointment of such assistance);
  • salary certificate for 60 consecutive months before June 30, 2000 (optional);
  • bank account details (if you have chosen a bank payment method);
  • a photo for the pension certificate (2.5 x 3 cm).

To submit documents through the Pension Fund of Ukraine’s web portal, use the following algorithm:

  1. Log in to the web portal of the Pension Fund of Ukraine https://portal.pfu.gov.ua and log in using the QES.1 1024x635
  2. In your personal account, in the left-hand panel, in the “Pension provision” section, select the “Application for pension” tab.

3. In the window that appears, click the “Continue” button.

4. In the next field, select the type of pension – “Old-age pension”.

5. Answer the questions in the survey questionnaire to fill in the attributes of the application and consent to the transfer and processing of your personal data (check the box).

6. Attach the pre-scanned documents and click “Create application”.

7. The full pension application form will appear on the screen. If necessary, you can edit the data entered. Sign the application using a digital signature and send it to the Pension Fund of Ukraine by clicking “Sign and send to PFU”.

8. You can find the result of the decision on the appointment of a pension in the section “My applications” – “Application status”.
