Life imprisonment for blowing up Kakhovka hydroelectric power plant: Russian Armed Forces Major General is suspected

The Prosecutor General’s Office has served notice of suspicion to another high-ranking Russian army official involved in the June 2023 bombing of the Kakhovka hydroelectric power plant. This is reported by "Komersant Ukrainian" with reference to the department’s message of October 1 on the official Telegram channel.
It is about Major General Volodymyr Omelyanovych of the Russian Armed Forces, who was Chief of Staff and First Deputy Commander of the Dnipro group in the Kherson sector from January to November 2023.
The investigation established that he acted in collusion with the highest military command of the Russian Federation and directly with the commander of the “Dnipro” group. According to prosecutors, the general had been coordinating preparations to blow up the Kakhovka dam since late May, involving his subordinate headquarters, engineering and sapper units, and the 205th motorized rifle brigade.

On the night of June 5-6, 2023, it was he who directed the actions of Russian units that planted explosives and blew up the hydroelectric structure. The consequences of this attack were one of the most tragic since the beginning of the full-scale war: 35 civilians were killed, and another 24 are missing. Water flooded 46 settlements in Kherson region and 20 in Mykolaiv region.

In addition, the dam’s explosion made it impossible to supply water to Kherson, Mykolaiv, Dnipro regions and the temporarily occupied Crimea.
The uncontrolled water spill flooded 55,000 hectares of forest and at least 81,000 hectares of nature reserves and industrial facilities in southern Ukraine.
It also threatened the maintenance of the Zaporizhzhya NPP due to the disruption of the nuclear power plant’s cooling system.
The investigation is being conducted by the SBU Main Investigation Department. The evidence collected allowed us to serve the general with a notice of suspicion under Part 2 of Article 438 of the Criminal Code of Ukraine – violation of the laws and customs of war, which caused death and other grave consequences. The maximum penalty under this article is life imprisonment.
This is not the first person involved in the case of the destruction of the Kakhovka HPP. Earlier, the commander of the “Dnipro” group, Colonel-General of the Russian Federation, was notified of suspicion. Prosecutors and SBU investigators continue to document evidence and identify other accomplices among Russia’s military and political leadership. Investigative actions and examinations are ongoing, including those related to material damage and environmental consequences of the tragedy.

The Ukrainian side emphasizes that the blowing up of the Kakhovka dam was not only a war crime, but also a large-scale man-made and humanitarian disaster, the consequences of which are still being felt today.
