Confidence in Zelensky has increased: almost 60% of Ukrainians support the President – KIIS data

President of Ukraine Volodymyr Zelenskyy is trusted by 59% of citizens. This is evidenced by data from the Kyiv International Institute of Sociology (KIIS), collected from September 2 to 14, 2025, "Komersant Ukrainian" reports.
34% of respondents said they did not trust the head of state, and the balance of trust and distrust is 25%.

In August, the figures were slightly lower: 58% of trust and 35% of distrust (23% balance).
How the dynamics have changed
- September 2025: 59% trust, 25% balance.
- August 2025: 58% trust, 23% balance.
- May 2025: 74% trust – peaking after the signing of the Fossil Fuel Agreement and ahead of the Istanbul talks.
- December 2024: 52% of trust – the lowest level since the start of the full-scale Russian invasion.
Why it matters
Sociological data show that despite the ongoing war, public fatigue, and economic difficulties, trust in Zelenskyy remains relatively stable.
Even after a peak in May related to international agreements, the figure of almost 60% as of September looks high for a country at war.
International context
Interestingly, Zelenskyy enjoys a higher level of popularity in the United States than incumbent President Donald Trump. This reflects his status as a symbol of resistance to Russian aggression and a global voice for Ukraine.
Dynamics of trust in President Volodymyr Zelenskyy according to KIIS:
- December 2024 – 52% trusted (the lowest figure since the start of the full-scale invasion).
- May 2025 – 74% trust (peak after the signing of the Fossil Fuel Agreement and on the eve of the Istanbul talks).
- August 2025 – 58% trust, 35% distrust (balance 23%).
- September 2025 – 59% trust, 34% distrust (balance 25%).
It is worth reminding that since the beginning of the invasion in February 2022, Zelensky’s ratings have risen sharply – at that time, he was trusted by more than 90% of Ukrainians.
Subsequently, the indicators gradually declined, but the head of state maintained the advantage of trust over distrust.
The drop to 52% in December 2024 reflected public fatigue from the war and the difficult economic situation.
In May 2025, new diplomatic steps raised trust to 74%.
The current result of 59% shows that the president retains basic support even in the face of a protracted confrontation with Russia.
