E-auctions of the Ministry of Justice break records: OpenMarket brought billions to the budget in 2025

In 2025, the OpenMarket electronic trading system operated by the Ministry of Justice of Ukraine significantly increased the volume of sales of seized and confiscated property. Over the year, more than five thousand successful auctions were held through the platform, and the total amount of assets sold exceeded UAH 2.22 billion.

This was reported by the Ministry of Justice of Ukraine, "Komersant Ukrainian" reports.

How much was earned

The Ministry of Justice emphasizes that the key growth factor was competition between buyers. Thanks to open bidding, sellers received more than UAH 378 million in addition to the starting price of the assets.

In the first ten months of 2025, the state budget has already received UAH 65 million in taxes and fees, which is 55% more than in the same period last year.

The average level of competition in 2025 was 3.41 bidders per successful auction.

Who made the biggest sales

The largest contribution to the total sales volume was made by public and private contractors. According to the Ministry, it was through them that assets worth UAH 1.44 billion were sold in 2025.

The long-term effect of the platform

OpenMarket has been operating in Ukraine since 2014. During this time, assets worth more than UAH 26.7 billion have been sold through the system, making it one of the key tools for selling seized property and filling the budget.

Earlier it was reported that the Asset Recovery and Management Agency (ARMA) resumed the sale of seized property through electronic trading on OpenMarket (SE SETAM). This decision also contributed to the revitalization of the market and an increase in the number of auctions in 2025.
