The Ministry of Justice’s e-auctions are breaking records: OpenMarket brought in billions for the budget in 2025

The OpenMarket electronic trading system, operated by the Ministry of Justice of Ukraine, significantly increased sales of seized and confiscated property in 2025. Over the course of the year, more than 5,000 successful auctions were held through the platform, and the total value of assets sold exceeded 2.22 billion hryvnias.
This was reported by the Ministry of Justice of Ukraine, as reported by "Komersant Ukrainian".
The Ministry of Justice emphasizes that competition among buyers was the key factor driving this growth. Thanks to open bidding, sellers received over 378 million hryvnias in addition to the starting price of the assets.
In the first ten months of 2025, 65 million hryvnias in taxes and fees have already been transferred to the state budget—a 55% increase compared to the same period last year.
The average level of competition at auctions in 2025 was 3.41 participants per successful auction.
State and private contractors made the largest contribution to the total sales volume. According to the ministry, it was through them that assets worth UAH 1.44 billion were sold in 2025.
OpenMarket has been operating in Ukraine since 2014. During this time, assets totaling over 26.7 billion UAH have been sold through the system, making it one of the key tools for selling seized property and replenishing the budget.
It was previously reported that the Asset Recovery and Management Agency (ARMA) resumed the sale of seized property through OpenMarket electronic auctions (SE “SETAM”). This decision also contributed to the market’s revival and an increase in the number of auctions in 2025.
