Ex-head of GTS Operator Makohon caused more than UAH 18 billion in losses to the state budget and fled abroad

The National Police of Ukraine has served a notice of suspicion to the former head of the GTS Operator, who, according to the investigation, caused losses to the state budget of more than UAH 18 billion, and after his dismissal went abroad on a fictitious business trip. According to [Komersant]’s sources, this is the company’s former CEO, Serhiy Makohon.
Fictitious business trip and billions in losses
Kyiv police investigators, under the procedural guidance of the Kyiv City Prosecutor’s Office, found that in 2021, the monopoly company that transports natural gas to Ukrainian consumers and EU countries received UAH 20 billion in net profit. According to the law, 90% of this amount was supposed to go to the state budget in the form of dividends.
However, according to the investigation, Makohon did not ensure the transfer of funds, which led to budget losses of more than UAH 18 billion. In September 2022, the company’s supervisory board dismissed him from his position due to unsatisfactory performance.
Escape abroad
After his dismissal, the official entered false information into an order allegedly about his business trip to Vienna.
Using this document, he left Ukraine.
What the National Police say
Law enforcement officers classified the suspect’s actions under the following articles of the Criminal Code of Ukraine:
- ч. 2 of Art. 367 of theCriminal Code ofUkraine – improper performance of official duties by an official due to negligence, which caused serious consequences to the state interests protected by law
- ч. 1 of Art. 366 of the CCU – preparation, issuance of knowingly false official documents by an official, entering knowingly false information into official documents.
The sanction for these crimes is up to five years in prison.
