Former Minister of Agrarian Policy Solsky has been charged with fraud: what is known about the case

Prosecutor General Ruslan Kravchenko announced the exposure of a scheme involving the fictitious sale of grain worth 63 million hryvnias in the Kyiv region. One of the suspects is the former Minister of Agrarian Policy. Kravchenko reported this on his Telegram channel, according to "Komersant Ukrainian"

The Prosecutor General did not name the minister. However, according to the case materials, the individual in question is Mykola Solskyi.

According to investigators, in early 2026, officials at one of the agricultural enterprises in the Kyiv region organized the sale of corn that was not actually present at the grain elevator. The buyer was provided with forged warehouse receipts and delivery notes to create the impression of a legitimate transaction for the supply of 7,000 tons of grain from the 2025 harvest.

What is the essence of the case

According to the Prosecutor General, an investigation using state registries and experts revealed that the declared grain was not in the warehouse at the time the documents were signed. Additionally, according to the investigation, the company issued warehouse documents for over 130,000 tons of product, even though the elevator’s technical capacity is 60,000 tons.

An expert assessment confirmed losses to the aggrieved party in the amount of 63.7 million UAH. Law enforcement officials conducted 26 searches in Kyiv and the Kyiv region, seizing financial documentation, digital media, and vehicles. During an inspection of the grain elevator, the absence of the declared grain was confirmed, according to the investigation.

Who is believed to be behind the scheme

Ruslan Kravchenko stated that the organizer of the scheme was a former member of parliament and ex-minister of agricultural policy, while the co-organizers and executors were the director of an agricultural enterprise and its technical manager. He did not publicly name them, but Ukrainian media, citing case materials, indicate that the person in question is Mykola Solsky.

Currently, the three members of the group have been notified of charges under Part 5 of Article 190 of the Criminal Code of Ukraine—fraud on an especially large scale.

Why the case is high-profile

This is not the first high-profile case involving Solsky. In 2024, NABU notified him of suspicion in a case regarding the misappropriation of state-owned land, and in January 2026, the case was referred to court. It was against the backdrop of that story that Solsky previously resigned from his position as minister.

The scandal surrounding the Volytsia-Agro grain elevator in the Kyiv region has drawn additional attention to the new case. On March 18, 2026, the publication Latifundist reported on the scandal surrounding the Volytsia-Agro grain elevator in the Kyiv region, which is linked to Solsky.

As journalists noted, the grain elevator could have issued warehouse documents for grain that had already been sold to other buyers or that was not actually in stock. The publication’s sources estimated the shortfall at more than 100,000 tons, with minimum losses amounting to $30 million.

On March 26, journalists published a response from the Ukrainian Agrarian Holding. The holding stated that Solsky left its group of co-owners in April 2024 and has had no influence on the group’s activities since then.

In addition, the Ukrainian Agrarian Holding asserts that it has no joint debt obligations with companies linked to former Minister of Agrarian Policy and co-owner of the South Kyiv Agrarian Holding group, Oleksiy Oliynychenko.

The investigation is currently ongoing, and law enforcement officials are deciding on preventive measures for the suspects.

If guilt is proven in court, the charge of fraud on an especially large scale carries severe criminal penalties.

The Solsky Case

Law enforcement agencies accuse Solsky of misappropriating state-owned land worth 291 million hryvnias and attempting to misappropriate an additional 190 million hryvnias.

The minister, for his part, stated that this pertains to the period from 2017 to 2018, when he was practicing law. Solsky also explained that the matter involves a dispute between state-owned enterprises and individuals to whom the land was legally transferred.

Solsky has held the position of minister since March 2022.

What is known about Mykola Solsky

Mykola Solsky was born on May 22, 1979, in the village of Rosokhy, Sambir District, Lviv Region. He is married and has four children.

In 2000, he graduated from the Law Faculty of Ivan Franko National University of Lviv with a degree in Law.

In July 1999, Solsky worked as a translator for the joint Ukrainian-Canadian enterprise “Emigration Bridge.” He later became a legal advisor at Enzym CJSC.

From November 2001 to January 2003, he worked as a legal advisor at the LLC “Law Firm ‘Help’ Yefimov, Temnenko & Partners.”

In February 2003, he became the CEO of LLC “Law Firm “Solsky, Protsyk & Partners.”

From March 2014 to March 2019, he served as Deputy Executive Director of LLC “Law Firm “Protsyk and Partners.”

In 2019, he was elected a People’s Deputy of the 9th convocation from the “Servant of the People” party, ranked 125th on the list (independent). He is a member of the faction of the same name. He served as Chairman of the Committee on Agrarian and Land Policy.

In March 2022, Solskyi was appointed Minister of Agrarian Policy and Food, in connection with which he resigned from his position as a People’s Deputy.
