Expert: Ukraine continues to finance unnecessary structures even during the war

Ukraine’s 2026 budget is a peacetime budget with increased defense spending. Moreover, this budget is no different from the budgets since 2005. The “peaceful” nature of this budget is indicated by the structure of expenditures and the structure of revenues. In addition, the funds are spent on completely unnecessary structures, said Yuriy Havrylechko, an economic expert and PhD in public administration, in an interview on the Kommersant Ukrainian YouTube channel.

“We continue to finance, in my opinion, absolutely unnecessary things during the war in the same amount. Worse, Ukraine is quietly using this budget to finance de facto rather illusory institutions. For example, the military administrations of Donetsk and Luhansk regions – what do they do? What are they for? If the officials who worked there were transferred to the personnel reserve, even with the same average salary, it would be normal. But there is nothing like that. The territorial executive authorities of the temporarily occupied territories continue to work. Why? Especially since they do not do any work except for the work they invent for themselves,” the economist said.

“They not only receive salaries, but also manage subventions. Some MPs said that these administrations should take care of IDPs. How exactly? IDPs should integrate into the communities in the areas where they came.

“How do we still have the budgets of different communities in the temporarily occupied territories being replenished, even though the enterprises themselves are relocated to other places? Why don’t they use their taxes to strengthen the capacity of the communities where they are relocated?” the expert emphasizes.

“It turns out that the territory of Ukraine is shrinking, but the number of officials and their expenses are not decreasing. And tens of billions of hryvnias are spent on this.
