Energy sustainability in business: who will be covered by the program?

The Cabinet of Ministers of Ukraine has presented a package of energy support for small and medium-sized businesses operating in socially important sectors. This was announced by Prime Minister Yulia Sviridenko, according to "Komersant Ukrainian".
The program has two key components: one-time non-repayable financial assistance for sole proprietors and preferential 0% loans for the purchase of energy equipment.
Who is eligible for non-repayable assistance
Sole proprietors in groups 2–3 who meet the following criteria are eligible for one-time financial assistance:
- have at least one employee;
- have no outstanding social security contributions for employees as of January 26, 2026;
- have a primary NACE code that is included in the list of permitted codes as of the same date.
The amount of assistance ranges from 7,500 to 15,000 hryvnia, depending on the number of employees. The funds are non-refundable.
What the money can be spent on
The funds received may only be used for the energy needs of the business, in particular for:
- purchasing or repairing generators and other energy equipment;
- batteries, inverters, charging stations, solar panels, and accessories;
- fuel for generators;
- payment for electricity for autonomous operation during power outages.
Payments are credited to the “Dія.Картка” card through five banks participating in the program:
PrivatBank, Sense Bank, Bank Credit Dnipro, A-bank, and monobank.
0% loans for energy equipment
In addition to grant support, the government is launching preferential loans at 0% per annum for micro, small, and medium-sized businesses as part of the “Affordable Loans 5-7-9” program .
The maximum loan amount is up to UAH 10 million, with a term of up to 3 years. The difference between the market rate and the zero interest rate is compensated to banks by the state through the Entrepreneurship Development Fund.
Loan funds can be used to purchase power generation equipment, in particular:
- cogeneration plants;
- diesel, gasoline, and gas generators.
How to apply for a loan
To participate in the program, a business must:
- meet the criteria of the “Affordable Loans 5–7–9” program;
- submit an application to a partner bank;
- undergo an assessment and receive a credit decision.
Seventeen banks have already started accepting applications, with more to join in the near future. In total, lending will be carried out through 43 banks across the country, and applications for energy loans will be given priority consideration.
