Energy Sustainability for Businesses: Who Is Eligible for the Program

The Cabinet of Ministers of Ukraine has unveiled an energy support package for small and medium-sized businesses operating in socially critical sectors. This was announced by Prime Minister Yulia Svyrydenko, according to "Komersant Ukrainian".
The program includes two key components: a one-time, non-repayable financial grant for sole proprietors and preferential 0% interest loans for the purchase of energy equipment.
Who is eligible for non-repayable assistance
Individual entrepreneurs in Groups 2–3 are eligible for one-time financial assistance if they:
- have at least one employee;
- have no arrears in social security contributions for their employees as of January 26, 2026;
- have a primary NACE code that is included in the list of permitted codes as of the same date.
The amount of assistance ranges from 7,500 to 15,000 hryvnias, depending on the number of employees. The funds are non-repayable.
What the funds can be used for
The funds received may be used exclusively for the business’s energy needs, specifically for:
- the purchase or repair of generators and other energy equipment;
- batteries, inverters, charging stations, solar panels, and components;
- fuel for generators;
- payment for electricity for autonomous operation during outages.
Payments are credited to the “Diya.Card” through five banks participating in the program:
PrivatBank, Sense Bank, Bank Credit Dnipro, A-Bank, and monobank.
0% interest loans for energy equipment
In addition to grant support, the government is launching preferential 0% annual interest loans for micro, small, and medium-sized businesses under the “Affordable Loans 5–7–9” program .
The maximum loan amount is up to UAH 10 million, with a term of up to 3 years. The state compensates banks for the difference between the market rate and the 0% interest rate through the Entrepreneurship Development Fund.
Loan funds can be used to purchase power generation equipment, including:
- cogeneration units;
- diesel, gasoline, and gas generators.
How to apply for a loan
To participate in the program, a business must:
- meet the criteria of the “Affordable Loans 5–7–9” program;
- submit an application to a partner bank;
- undergo an assessment and receive a credit decision.
Seventeen banks have already begun accepting applications, and more will join in the near future. In total, lending will be carried out through 43 banks across the country, and applications for energy loans are promised to be considered on a priority basis.
