Ukrainians and Businesses Paid a Record Amount in Taxes: How Much Did the Budget Receive?

In the first half of 2026, the general fund of Ukraine’s state budget received 717.7 billion hryvnias in taxes and fees, the collection of which is overseen by the State Tax Service. Lesya Karnaukh, head of the State Tax Service of Ukraine, reported on the results of the first half of the year, according to "Komersant Ukrainian"
Compared to January–June 2025, revenues increased by 70.6 billion hryvnias, or 10.9%.
The budget received the most revenue from personal income tax, corporate income tax, and value-added tax.
How Much Tax Revenue Was Collected
In January–June 2026, taxpayers contributed 717.7 billion hryvnias to the general fund of the state budget.
During the same period last year, this figure was approximately 647.1 billion UAH. Thus, revenue increased by 70.6 billion UAH over the year.

Which taxes generated the most revenue
Personal income tax became the largest source of revenue for the general fund of the state budget.
Over the first six months, the main revenue sources were distributed as follows:
- personal income tax — 204.9 billion UAH;
- corporate income tax — 186.4 billion UAH;
- VAT, including budget refunds — 160 billion UAH;
- excise tax on goods produced in Ukraine — 66.1 billion UAH;
- rent payments — 28.8 billion UAH.
Together, these five revenue streams accounted for approximately 646.2 billion UAH, or about 90% of all revenues that the State Tax Service transferred to the General Fund during the first half of the year.
Personal income tax brought in nearly 205 billion UAH
Personal income tax revenues for January–June totaled 204.9 billion UAH.
Compared to the first half of last year, they increased by 37.1 billion UAH.
Personal income tax is paid primarily on:
- salaries;
- remuneration under civil law contracts;
- certain investment income;
- rental income;
- other taxable income of citizens.
The increase in tax revenue may be linked to higher official salaries, a larger payroll, and higher levels of legally declared income.
Corporate income tax increased by 30.7 billion UAH
Corporate income tax became the second-largest source of revenue.
In the first half of the year, the budget received 186.4 billion UAH, which is 30.7 billion UAH more than in the same period of 2025.
Companies pay this tax on their taxable financial results.
The significant increase in corporate income tax was one of the main factors behind the overall growth in budget revenues.
VAT generated 160 billion UAH
Value-added tax revenue from goods and services produced in Ukraine, taking into account budget refunds, amounted to 160 billion UAH.
This is 3.9 billion UAH more than in the first half of last year.
VAT is one of the key taxes, as it is included in the price of most goods and services.
Excise tax brought in 66.1 billion UAH
Excise tax on goods produced in Ukraine generated 66.1 billion UAH for the budget.
Compared to last year, this figure increased by 9.6 billion UAH.
In Ukraine, excise tax applies, in particular, to:
- tobacco products;
- alcoholic beverages;
- fuel;
- certain other excise-taxable goods.

Rent payments increased by 7.5 billion UAH
Rent payments contributed 28.8 billion UAH to the budget.
This is 7.5 billion UAH more than in January–June of last year.
Rent payments are made, in particular, for:
- use of subsoil resources;
- mineral extraction;
- the use of radio frequency resources;
- special use of water;
- the use of forest resources;
- transportation of certain resources.
Revenue depends on production volumes, raw material prices, and applicable rates.
How Much Tax Was Paid in June
In June 2026 alone, the general fund of the state budget received 133 billion UAH in payments administered by the State Tax Service.
Compared to June 2025, revenues increased:
- in monetary terms—by 6.5 billion UAH;
- in percentage terms—by 5.1%.
Thus, in June of last year, the budget received approximately 126.5 billion UAH.
The growth rate in June was lower than the average for the first half of the year: 5.1% versus 10.9%.
The head of the State Tax Service emphasized that businesses continue to contribute to the budget despite the risks posed by the war.
“The war affects the economy every day. Destroyed enterprises, damaged energy facilities, and disrupted logistics—all of this inevitably impacts business operations,” Karnaukh noted.
She thanked businesses and taxpayers who continue to fulfill their tax obligations.
According to the head of the State Tax Service, stable revenue supports the country’s financial stability.
