Energy record: Ukraine doubled electricity imports in December

In December 2025, Ukraine increased electricity imports by 53% compared to November, reaching almost 640 thousand MWh. This figure was a record for the whole of 2025.
This was reported by the consulting company ExPro, "Komersant Ukrainian" reports.
Compared to the same period last year (December 2024), electricity purchases from abroad increased by 48% (from 431 thousand MWh).
Despite the December surge, the historical maximum recorded in June 2024 (858 thousand MWh) remains unbroken. In total, Ukraine imported 3.3 million MWh in 2025, which is 24% less than in 2024.
Supply geography
Hungary remains the main donor to the Ukrainian power system, accounting for 41% of total imports.
Breakdown by destination in December:
- Hungary: 41% (stable leadership).
- Slovakia: 21%.
- Poland: showed the fastest growth – by 85% (up to 114 thousand MWh).
- Moldova: the only destination to show a decline, with imports down 25%.
Exports in December
Analysts note that in December 2025, Ukraine did not export electricity. Deliveries abroad have been completely suspended since November 11.
