Energoatom has paid over UAH 102 billion for preferential electricity: the company is preparing for winter

Since the beginning of 2025, Energoatom has already paid more than UAH 102.2 billion to fulfill special obligations (PSO), which allow Ukrainian families to receive electricity at lower than market rates, "Komersant Ukrainian" reports.

According to the company’s press service, this amount includes covering 100% of the cost of PSO services for January-August and 40% of the forecast cost for September.

“Energoatom fully fulfills its obligations to the state and consumers, ensuring the stability of the power system and the affordability of tariffs for the population,” the company said in a statement.

According to the financial plan, the total cost of PSO implementation in 2025 will be about UAH 163.9 billion (including VAT).

At the same time, the company is completing preparations for nuclear power plants for the fall and winter period to ensure uninterrupted electricity supply even in the face of possible attacks from Russia.

For comparison, in 2024, Energoatom spent UAH 153.18 billion on PSO. Thus, this year’s burden on the company may increase by more than UAH 10 billion.

The PSO (public service obligations ) system was introduced by the government to protect the population from price fluctuations in the energy market. It allows Ukrainians to pay much less for electricity than the cost of electricity production. The main PSO implementer is Energoatom, which allocates part of its profits to compensate for the difference between the market price and the preferential tariff.

After Russia’s full-scale invasion, Ukraine’s energy system became one of the main targets for the enemy. Despite regular shelling of the energy infrastructure, in 2022-2024, Energoatom retained 100% control over all of its operating nuclear power plants and remained the largest electricity producer in Ukraine, generating more than half of the total.
