The pharmaceutical market is getting ready: the list of available medicines is expanding, marketing services are being clarified

On March 1, new rules for regulating the pharmaceutical market will come into force in Ukraine, which, among other things, limit marketing payments to pharmacies. The Cabinet of Ministers has adopted amendments to its resolution to regulate issues related to the operation of patient support programs, reports [Kommersant].

The Prime Minister Denys Shmyhal explained that in Ukraine, there is a practice when many patient support programs operate through marketing payment mechanisms, so after a dialogue with drug manufacturers, it was decided to adjust government decisions in such a way as to preserve these patient support programs.

As you know, on March 1, 2025, large-scale changes in the regulation of the Ukrainian pharmaceutical market will come into force, aimed at reducing and stabilizing drug prices. In particular, starting from March 1, a ban is imposed on the provision of marketing services, medicines promotion services, information and other services related to the sale of medicines to the end consumer. Manufacturers will no longer be able to make marketing payments to pharmacies and distributors, which was previously used as a financial incentive in the pharmaceutical sales system. These innovations are aimed at increasing the transparency of pricing and preventing manipulation of the cost of medicines in the Ukrainian market.

Over 100 more medicines to become cheaper

Ukrainian pharmaceutical manufacturers have announced their readiness to reduce prices for more than 100 medicines. The day before, they submitted to the Ministry of Health of Ukraine proposals for medicines of their own production, the prices of which they are ready to reduce in the near future.

Among them are painkillers, sorbents, antacids, human immunoglobulins, antibiotics, anesthetics, antiepileptic drugs, antitussives, antipyretics, drugs used to regulate blood pressure, vitamins and trace elements.

More than 70 items of medicines from this list are included in the National List of Medicines, another 35 are prescription drugs that can be purchased and used only after receiving a prescription during a consultation with a doctor.

As a reminder, on February 19, the Ministry of Health already published a list of drugs that are to become cheaper after March 1.

As reported by [Kommersant], the top 100 most popular medicines, i.e. those most often purchased by Ukrainians according to analytical data, include 20 items produced by Darnitsa, 17 items by Farmak, 22 items by Kyiv Vitamin Plant, 5 items by Kusum Farm, 6 items by Yuria-Pharm, 8 items by Arterium Corporation, 2 items by Viola Pharmaceutical Factory, 3 items by Borshchahivskiy Chemical and Pharmaceutical Plant, and 10 items by InterChem.

Manufacturers will reduce selling prices starting from March 2025.
