Final steps. Ukraine has received the full set of conditions for EU accession

Today, the Ukrainian delegation in Brussels received the European Union’s conditions for accession regarding the final three negotiation clusters, Prime Minister Yulia Svyrydenko stated, according to "Komersant Ukrainian".

“These are clusters 3 ‘Competitiveness and Inclusive Development,’ 4 ‘Green Agenda and Sustainable Connectivity,’ and 5 ‘Resources, Agriculture, and Cohesion Policy.’ “From now on, Ukraine has a full set of conditions that must be met for EU accession—for the first time in history,” Svyrydenko said.

In December, the Ukrainian side received the conditions—benchmarks—for three other clusters: 1 “Fundamentals of the EU Accession Process,” 2 “Internal Market,” and 6 “External Relations.”

“We are confidently moving along the defined path of European integration. The next steps are the successful closure of the clusters and the signing of the accession treaty, which will be the final step toward Ukraine’s full membership in the EU. The government will continue to fulfill the accession conditions—implementing the necessary reforms and measures and reporting to the EU,” the Prime Minister wrote.

As Yulia Svyrydenko also reported, the government is immediately forwarding the document received today with the conditions to the Verkhovna Rada for joint work on their implementation.

Now the Ukrainian side has a comprehensive set of tasks across all six areas. The government has committed to systematically reporting to Brussels on the fulfillment of each condition. Full alignment of Ukrainian legislation with European law will be the final step before obtaining EU membership status.

Ukraine’s accession to the EU in 2027 was outlined in the 20-point peace plan, but many European capitals consider this date unrealistic.

On February 25, Politico reported that Ukraine considers the period between two key European elections to be the best time for accession. Specifically, Ukraine sees a narrow window of opportunity for EU accession between the elections in Hungary this April and the presidential elections in France in April 2027.
