Finnish company Black Donuts Inc. plans to build a tire manufacturing plant in Kyiv region

Kyiv region may receive a new large-scale investment project from Finnish partners. This was announced by the Head of the Kyiv Regional Military Administration Mykola Kalashnyk, "Komersant Ukrainian" reports.
The official held a meeting with representatives of the Embassy of Finland in Ukraine and Black Donuts Inc. on the possibility of implementing a large-scale investment project to build a tire manufacturing and processing plant in the Kyiv region.
Project details
The talks were attended by Kai Petteri Hauvala, CEO of Black Donuts Inc, and his team, and Henri Riihimäki, Trade and Development Counselor at the Embassy of Finland in Ukraine.
The main parameters of the future plant:
- Production capacity: 5 million passenger car tires per year.
- Number of employees: up to 1000 people.
- Export orientation.

Finnish investments in Kyiv region
This is not the first Finnish investment in the region. Since the beginning of 2025, the following companies have been operating in Kyiv region:
- The plant of the International Burger Group (Hesburger Group) for the production of frozen burgers.
- Peikko Group Corporation’s plant for the production of concrete joints and composite structures.
Social component of the project
Special attention is paid to the social aspect of future production. It is planned that veterans returning to civilian life will be able to work at the plant. In addition, the possibility of building social housing near the production facility to provide jobs for internally displaced persons is being considered.
Advantages of Kyiv region
According to Mykola Kalashnyk, Kyiv region is ready to offer locations that meet the investor’s requirements. The region has a number of competitive advantages:
- Developed logistics infrastructure.
- High human resources potential.
- Comfortable conditions for doing business.
The search for the optimal location for the future plant is currently underway. It is expected that the project will create new jobs, contribute to infrastructure development, and become a powerful impetus for the region’s economy.
