Security guarantees for Ukraine: Zelensky reveals details of agreements

Ukraine, together with its international partners, has reached the final stage of preparing documents on security guarantees to be signed in the near future. This includes the deployment of the forces of the so-called “coalition of the willing” after the end of the war. This was announced by President of Ukraine Volodymyr Zelenskyy following a meeting of the leaders of the “coalition of the willing” in Paris, "Komersant Ukrainian" reports
Coalition decisions: forces, funding and monitoring
According to Zelenskyy, the partners already have a well-developed model of the future security architecture for Ukraine. All agreements must be legally approved by the parliaments of the participating countries so that they can be implemented promptly when peace is achieved.
“We want to be ready so that when diplomacy reaches peace, we can immediately deploy the forces of the coalition of the willing,” the President emphasized.
In particular, it has already been determined
- which countries are ready to take the lead in security on land, in the air and at sea;
- what forces are needed, how they will be financed and who will be in charge;
- how the mechanism for monitoring and controlling the observance of peace will work.
Ukrainian army is a key element of security
Zelenskyy emphasized that the Armed Forces of Ukraine remain the backbone of the security system, and foreign forces will be seen as a complement.
The militaries of Ukraine, France, and the United Kingdom have already worked out in detail the size of the contingent, deployment formats, and types of weapons needed.
At the same time, certain points of the broader security plan, including the issue of territories, remain subject to further negotiations.
Negotiations with the United States and legal guarantees
The President said that on January 7, the Ukrainian delegation would hold additional meetings with U.S. representatives on future security guarantees.
“We have made significant progress with the American negotiating team. The signing is possible in the near future, and we are already working on all formats,” Zelenskyy said.
German Chancellor Friedrich Merz confirmed that in Paris, the parties agreed on strong and legally binding security guarantees for Ukraine, including the participation of the United States. According to him, Washington has already confirmed its readiness to join.
Declaration on Multinational Forces
In addition, Ukraine, France, and the United Kingdom signed a declaration of intent on the deployment of a multinational Western force. The document provides for coordinated actions between the 35 countries of the “coalition of the willing,” Ukraine, and the United States, and should become the basis for lasting peace and postwar reconstruction.
According to Zelenskyy, progress has also been made in Paris in negotiations on peacekeeping mechanisms.
