Prosecutor General publishes audio recordings: Braginsky and Kyiv City State Administration knew about subway accidents

Prosecutor General of Ukraine Ruslan Kravchenko posted on Telegram audio recordings of conversations with former head of the Kyiv Metro Viktor Braginsky, which show that officials of the Kyiv City State Administration (KCSA) and the metro knew about the emergency condition of the tunnel between Lybidska and Demiivska stations but concealed this information, "Komersant Ukrainian" reports.

Tunnel emergency: what is known from audio recordings

Back on December 6, 2023, two days before the closure of six stations of the Obolonsko-Teremkivska line of the Kyiv metro, Viktor Braginsky discussed the critical situation in the tunnel with the chief engineer.

In particular, they talked about the presence of water and sand, which indicated serious problems with waterproofing and structural integrity. Braginsky noted that water in the tunnel was a constant phenomenon, but the situation had worsened due to additional damage.

In the same conversation, Braginsky said that he reported the emergency to Ruslan Kandybor, director of the Kyiv City State Administration’s Department of Transport Infrastructure. However, Kandybor, according to the former subway manager, forbade closing the section despite the obvious risks.

Kyiv Metro also engaged experts who made conclusions favorable to it. They also engaged bloggers who were supposed to tell them that the information about the state of the tunnel on television was not true.

Earlier, Kommersant Ukrayinsky Komersant.Info ‘s sources in the Kyiv City State Administration reported that several stations on the Blue Line of the Kyiv Metro are preparing to close. These are Pochayna and Taras Shevchenko stations.

As reported, the State Audit Service of Ukraine, during an audit of the Kyiv Metro utility, found violations and losses worth more than UAH 200 million.

It should be noted that on December 8, 2023, an accident occurred at the overrunning tunnel between Demiivska and Lybidska stations due to depressurization of the tunnel and cracks in the walls. The case is now being investigated by the Kyiv City Prosecutor’s Office.

The repair of the Lybidska and Demiivska metro stations will cost almost UAH 400 million.

We would like to add that the director of Kyiv Metro, Viktor Braginsky, resigned after investigative journalists from Bihus.Info discovered that his mother owns two apartments in the capital, and his ex-wife owns luxury real estate and a land plot.

Previously [Kommersant] reported earlier that the construction of the Syretsko-Pecherska metro line to Vynohradar turned out to be UAH 8 billion more expensive than expected. Instead of the planned UAH 5.9 billion, the project now requires almost UAH 14 billion to complete.

The main reasons for the rise in price include an overdue debt of UAH 4 billion and construction delays. The auditors blame this on the dishonest contractor Kyivmetrobud JSC and the inaction of the Kyiv authorities.
