NABU detective Mandziy has been appointed head of customs: despite his low test scores

The Cabinet of Ministers has appointed Orest Mandziy as head of the State Customs Service. This was announced by Prime Minister Yulia Svyrydenko, according to "Komersant Ukrainian".

Mandziy previously served as a department head at the National Anti-Corruption Bureau (NABU). He is a lawyer by training and holds a master’s degree in Public Management and Administration. He has been a NABU employee since March 2017, and prior to that, he built his career in various departments of the Ministry of Internal Affairs.

Earlier, on March 27, the Commission for the Competition to Fill the Position of Head of the State Customs Service selected two finalists—Ruslan Damentsov and Orest Mandziy. Both are NABU employees. The commission consisted of three representatives from Ukraine and three foreigners. At the same time, during the testing, Damentsov and Mandziy scored only 35.65 and 17.8 points, respectively, out of 100.

It should be noted that due to these competition results, some lawmakers accused NABU of “seizing control over state agencies through rigged competitions.”
