Money, real estate, cars, connections: what we know about candidates for heads of regional prosecutor’s offices

The current Prosecutor General of Ukraine, Ruslan Kravchenko, may soon radically change the top of regional prosecutor’s offices in Ukraine. Moreover, the names of the candidates for the position of heads of regional offices are now known. The list was made public on June 30 by MP Oleksiy Honcharenko.
[Kommersant has found all the known information about the candidates for the top positions in regional prosecutor’s offices.
Mykolaiv region
Ihor Domuyev may be appointed prosecutor here. In this case, Dmytro Lyaschenko will become his first deputy.
Currently, Domuy is the head of the Odesa regional prosecutor’s office.
He was born on June 30, 1976 in Khmelnytsky. In 1998, he graduated from Odesa State Law Academy, and in 2009 from the National Academy of Prosecutors of Ukraine. He began his career in 1998 at the Mykolaiv Region Prosecutor’s Office, where he worked for 19 years in various positions, from assistant prosecutor to deputy regional prosecutor.
In 2017-2018, he worked at the Prosecutor’s Office of Zaporizhzhia region, in particular in Melitopol. In 2018-2023, he worked in the prosecutor’s office of Odesa region: investigators and procedural supervisors in local and regional units, and from March 2021 he headed the Bolhrad District Prosecutor’s Office.
In June 2023, Domuley was appointed head of the Cherkasy Region Prosecutor’s Office, where he replaced four heads in a year and a half.
on October 27, 2023, he was appointed head of the Odesa Regional Prosecutor’s Office.
In 2024, according to his electronic tax return, Ihor Domuley declared a salary of UAH 1.9 million. He also received a pension of UAH 84 thousand.
In June 2025, Domuyuil outlined the priorities of the prosecutor’s office during the war: investigating crimes related to martial law, theft of humanitarian aid, corruption in the public sector, and violations in land and environmental issues.
Cherkasy region
Volodymyr Ponomarenko is being considered as a potential candidate for the post of Cherkasy regional prosecutor . The department is currently headed by Yaroslav Holynskyi, who was temporarily appointed in October 2024.
Volodymyr Ponomarenko has been heading the Brovary District Prosecutor’s Office in Kyiv Oblast since March 16, 2021.
He is credited with taking an active role in investigating criminal cases during the Russian aggression, including the theft of humanitarian aid and migration and environmental offenses.
Prior to joining the prosecutor’s office, Ponomarenko worked as a judge, including at the Cherkasy Court of Appeal. In 2021, he was convicted in the High Anti-Corruption Court for abuse of influence – he promised to help avoid deprivation of his driver’s license for a bribe. The sentence of two years in prison was overturned by the Supreme Court the same year, and Ponomarenko was released from custody.
Volodymyr Ponomarenko has two daughters and a wife, owns an 85 m² apartment in Brovary, a parking space and a land plot in the village of Chaiky. He also owns a 2010 Toyota Corolla. In 2024, he declared UAH 1 million 410 thousand of income from the prosecutor’s office. He kept UAH 300 thousand in cash and had UAH 60.9 thousand in his own bank account.
Ternopil region
The regional prosecutor’s office may be headed by Oleksandr Panchenko.
He has been the head of the Sumy Regional Prosecutor’s Office since April 2023. Prior to that, he worked as the first deputy head of the regional prosecutor’s office for almost three years (2020-2023). He has extensive experience in regional prosecutor’s offices, including Dnipro and Pavlohrad.
In 2024, he earned about UAH 1.9 million (over UAH 160 thousand per month). This is almost UAH 0.13 million more than in 2023. The pension in 2023 amounted to UAH 76-77 thousand, which caused a public outcry: the prosecutor received a basic salary and at the same time enjoyed pension benefits.
Rivne region
According to Oleksiy Honcharenko, the regional prosecutor’s office may be headed by Andriy Maksymchuk.
Since August 15, 2023, Maksymchuk has been the head of the Rivne District Prosecutor’s Office. Before that, he was the first deputy head of the prosecutor’s office (until March 2024). He has been working at the Rivne Prosecutor’s Office since 2017 and served in the National Guard until 2016.
Mr. Maksymchuk’s total income amounted to UAH 2 million 556 thousand, including salary, bonuses and other payments.
He owns a 205 m² apartment and a 0.1 hectare land plot. The authorized fleet: 2 cars. Monetary assets: uAH 91 thousand 223 in cash and USD 63 thousand on accounts.
Zaporizhzhia region
Yaroslav Mykhalchuk may become the new head of the regional prosecutor’s office.
Since March 24, 2025, Yaroslav Mykhalchuk has been the First Deputy Head of the Zaporizhzhia Regional Prosecutor’s Office.
Prior to that, he held a similar position in the Specialized Defense Prosecutor’s Office of the Eastern Region, and previously held senior positions in the Donetsk Regional Prosecutor’s Office and the SBU, including as a deputy prosecutor in Mariupol and an investigator with the military prosecutor’s office.
His declaration for 2024-2025 contains only salary data, with no significant assets of his own.
Currently, Mykhalchuk is responsible for the implementation of the function of procedural guidance in criminal proceedings in Zaporizhzhia region. The official also coordinates investigations into military security, corruption and other crimes of strategic importance during martial law.
Odesa region
Andriy Svatok may become the regional prosecutor here.
He was born on June 21, 1986 in Kyiv. In 2009, he graduated from Taras Shevchenko National University of Kyiv with a degree in law. From the beginning of his career, he worked at the prosecutor’s office in Mykolaiv region, and later transferred to Zhytomyr region as the head of the law enforcement department that oversees the National Police and organized crime groups.
In 2023, Svatko was transferred to the Kyiv region, where he was first the head of the relevant department, and on December 7, he became the first deputy head of the Kyiv Regional Prosecutor’s Office. He was officially appointed to this position on March 30, 2024.
on June 25, 2025, it became known that after Maksym Krym moved to the Prosecutor General’s Office, Svatko was appointed acting prosecutor of the Kyiv region.
According to the electronic declaration for 2024, Svatok received a salary of UAH 2 million 697 thousand 455 from the prosecutor’s office, which indicates significant income within the system. In addition, his family owns several properties, including parking lots.
As the First Deputy Prosecutor of Kyiv Region, Svatok is currently a key figure in the procedural management of criminal proceedings, including corruption crimes, crimes committed during martial law, theft of humanitarian aid, and complex offenses.
Vinnytsia region
MP Oleksiy Honcharenko writes on his Telegram channel that Oleh Tkalenko may take this position.
Currently, Oleh Tkalenko is the Deputy Prosecutor of Kyiv Region, having held this position since January 2021, after being transferred from the Prosecutor’s Office of Sumy Region, where he headed the Department for Supervision over the Observance of Laws in Criminal Proceedings. Prior to that, starting in 2016, he worked in the Sumy Regional Prosecutor’s Office in various leadership roles.
In his electronic declaration, Tkalenko indicated that he owns an apartment, a garage, and two premium cars. During the year, he received over UAH 1.4 million in salary. The official also declared UAH 1.5 million in cash.
In February 2025, Ukrainian media reported that Tkalenko may not have indicated the full value of the luxury car in his declaration, which may have signs of a violation. Also, at the birthday celebration of the deputy head of the Prosecutor General’s Office, Ustym Tatarov, the media noticed expensive cars that, according to journalists, belonged to the prosecutor’s family – this also raised the issue of declaration.
Zakarpattia region
The regional prosecutor’s office may be headed by Myroslav Patskan. Currently, he is the first deputy head of the Boryspil District Prosecutor’s Office in Kyiv region.
Prior to that, he held similar positions: he was the first deputy prosecutor of Zhytomyr region (2019-2023) and the deputy prosecutor of Rivne region (2017-2018). He also previously worked as a prosecutor in Irpin, as well as in the Prosecutor General’s Office, in particular, investigating organized crime.
He has been working in the prosecutor’s office since 2008. He started working in Zakarpattia region as an assistant and investigator in the cities of Mukachevo and Uzhhorod.
He owns two apartments of 99.3 square meters and 54.3 square meters. He declared a salary of UAH 1 million 216 thousand. Patskan also has UAH 2 million in cash. His wife has accumulated $60 thousand on accounts in PrivatBank and Oschadbank.
Kirovohrad region
Denys Falchenko, the first deputy prosecutor of Mykolaiv region, may become the head of the regional prosecutor’s office.
He was born on July 9, 1982, in Solonitsevka (Kharkiv region). He has a law degree and began his career in the prosecution in July 2004, first working as an assistant prosecutor in Dergachiv district (Kharkiv region) and later moving to Mykolaiv regional prosecutor’s office.
Since 2020, Falchenko has served as the First Deputy Prosecutor of Mykolaiv Region and participated in public briefings on “transparency and accountability” of the prosecutor’s office. In September 2020, he headed the regional prosecutor’s office as an interim acting prosecutor, but later returned to the first deputy position.
Falchenko’s lawsuit to the court to receive a long-service pension (90% of his salary) caused a public outcry. The amount in question was UAH 78.6 thousand.
