Pension indexation from March 1: who will receive an increase and by how much

In Ukraine, all pensioners will receive a 12.1% pension increase starting March 1. This is 4% higher than the previous year’s inflation rate.
This was announced by the Minister of Social Policy, Family, and Unity of Ukraine, Denis Ulyutin, in an interview with Ukrainian Radio, according to Komersant.
Payments will increase from March 1
“As for the indexation of pensions, this year we plan to implement a 12.1% indexation. This is 4% more than the inflation rate of the previous year. The recalculation will take place on March 1,” the minister said.
According to him, the development of the regulatory act necessary for the recalculation is currently being finalized.
“We are finalizing the calculations and the drafting of the regulatory act, which will be submitted to the Cabinet of Ministers, and all pensioners will receive a recalculation,” Ulyutin emphasized.
About pension indexation
Pension indexation is provided for by the Law “On Compulsory State Pension Insurance,” which came into force in 2004. In 2014–2016, due to the difficult financial and economic situation, indexation was not carried out.
In 2017, after the pension reform, the indexation rule was reinstated. Since 2019, recalculations have been carried out by government decision, taking into account consumer price growth and average wages.
In previous years, pension indexation was as follows:
- 2021 — 11%,
- 2022 — 14%,
- 2023 — 19.7%,
- 2024 — 7.96%,
- 2025 — 11.5%.
The minimum pension will increase to 6,000 hryvnia
Earlier, Ulyutin reported that the government is working on a pension reform that should ensure more equitable payments. It is expected that Ukrainians will receive three pensions instead of one, and the minimum will increase to 6,000 hryvnia.
The minister stressed that the increase in pensions to 6,000 hryvnia will affect at least a third of pensioners, but only if the solidarity system is reformed.
According to the Pension Fund, as of early October 2025, the average pension in Ukraine was 6,400 hryvnia. However, almost a third of pensioners receive payments of 3,340 hryvnia (69 euros). Another 4% of pensioners live on about 2,300 hryvnia per month. One in four pensioners continues to work.
At the same time, the average pension in Ukraine is currently only 27% of the average salary, while it should be at least 40%. For comparison, in EU countries this figure is 58%: in Poland it is 57%, in Romania – 48%, in Greece – 78%.
