Internet speeds are set to increase: The Ministry of Digital Transformation is preparing a new minimum threshold

A new internet speed standard that takes the realities of military operations into account will soon be introduced in Ukraine.
This was announced by Stanislav Prybytok, Deputy Minister of Digital Transformation for Digital Infrastructure Development, in an interview with RBC-Ukraine, as reported by "Komersant Ukrainian".
“Previously, Ukrainians faced a paradox: in their advertisements, providers promised ‘lightning-fast’ speeds, but legally, this metric was not regulated in any way. If the internet was slow, the state had no tools to protect consumers. Law 4670-IX has finally corrected this—now internet speed is officially established as a criterion for service quality,” Prybytk said.
According to him, the Ministry of Digital Transformation is currently drafting an order that will set specific speed thresholds mandatory for all operators. Currently, outdated standards for mobile internet set the limit at just 2 Mbps.
“But we are basing our approach on reality: according to Ookla data as of early 2026, the median speed in Ukraine is already over 43 Mbps. Our goal is to establish a standard that would incentivize operators to improve their networks, rather than simply meet outdated standards,” added the head of the Ministry of Digital Transformation.
At the same time, Ukraine is taking the realities of the war into account—networks have been damaged, so quality indicators will rise gradually through 2030.
The National Commission for the State Regulation of Electronic Communications (NCCEC) will ensure that operators comply with these requirements. They have the necessary equipment to independently measure connection quality and respond to user complaints.
